They also stated " The City Council is the elected body of government and includes a Mayor and Council members representing seven wards. For more information, email hrrockymountnc." The meta header had rocky mount as the first search term. This keyword was followed by city of rocky mount, north carolina, and government which isn't as important as rocky mount. The other words they used was officials. mayor is also included but could not be viewed by search parsers.
